Melissa Salcido was appointed as the City of Carlsbad’s new Director of Finance in January of 2020.

Salcido has been with the City of Carlsbad for 6 ½ years as of her appointment. She most recently served as the Grants and Projects Control Manager. Prior to joining the City, Salcido worked in the billing department at Carlsbad Mental Health for a decade.

Originally from Minnesota, Salcido has a bachelor’s degree in business with minors in marketing and management from New Mexico State University and an MBA from Eastern New Mexico University. Her daughter, Iesha, is 20.

Sandy Gonzalez will now serve as Grants Administrator for the City of Carlsbad, where she manages budget and oversees payroll, accounts payable, purchasing and fixed assets. Sandy has an Associate’s degree in marketing and has 17 consecutive years of experience with the City of Carlsbad Finance department.

The City of Carlsbad Finance Department is responsible for all receipts and disbursements concerning all City Departments. The Finance Department branches include payroll, purchasing, utility bill receipts and billing, EMS receipts, accounts payable, fixed asset coordination, accounting and reception.

The City of Carlsbad has approximately forty (40) accounting funds comprised of sixty (60) departments and nine (9) bank accounts. It is the mission of the Finance Department to provide excellent service of the highest quality to every person in a courteous and professional manner.

Notice: The City of Carlsbad implements rate increases or decreases for Water & Sewer, and Solid Waste annually in October. The October 2016 adjustment was 1.25%. Rate increases or decreases are determined by calculating the July average, of the last 5 years, of the U.S. Department of Labor, Bureau of Labor Statistics, Consumer Price Index for all Urban Consumers (CPI-U). The City of Carlsbad is required by Section 6-6-2 NMSA 1978 to submit an interim budget, for approval, to the New Mexico Department of Finance and Administration by June 1 of each year. A final budget, for approval, is required to be submitted by July 31 of each year. Adjustments to the final budget must be approved by both the City Council and the Department of Finance and Administration. Quarterly reports must be submitted to the Department of Finance and Administration as well.
