To complete the West Loop project, road construction will begin on North Happy Valley Road (NM 524) between West Texas Street and South 14th Street. Happy Valley Road will be closed during construction. The construction will consist of developing the tie-in from Happy Valley Road to the West Loop, along with completion of West Lea Street.
