He said there has been some up and down trends in gross receipts revenues. He thanked the directors and the finance department for their work on the budget. Mrs. Salcido explained the changes in the fiscal year 2022-2023 interim budget and said all employess will receive a three percent pay increase. She said there were loans that were paid off in fiscal year 2021-2022. She thanked Councilors Rodriguez, Carter, Chavez and Forrest for their expertise and guidance with the fiscal year 2022-2023 budget. Mr. Lowe explained in 2018, the City solicited proposals for Tennis Professional Services to manage the City Tennis Complex as well as the Rio Pecos Tennis Shop. He said the City awarded the RFP to Charlie Jurva. He said the City would like to renew that agreement for an additional two years. He said the current agreement expired at the end of April 2022. He said the City’s compensation to Mr. Jurva is $19,150 plus applicable taxes annually for the duration of the contract, which started on May 1, 2022 and will terminate on April 30, 2024. He said considering the severe drought conditions, in an effort to promote public safety, the Carlsbad Fire Department presents a resolution to confirm and support certain prohibition regarding the use of fireworks in the city limits. He asked City Council to declare the city in drought conditions and adhere and enforce the ordinance. Councilor Chavez asked if there would still be a fireworks show for the 4th of July. Chief Lopez said yes, there will be a show although the show is contracted out. He said he is asking that personal use fireworks be prohibited. Councilor ??? asked about fireworks in the county.
