She said she appreciates Carlsbad Fire Department responding to calls and having a mutual aid agreement with Eddy County. She said it is great working with Chief Lopez and Chevron is donating $40,000.00 to the Fire Department. She said about $20,000.00 is for COVID electro static misters and about $20,000.00 for communications equipment. He said eight proposals were received and after review by a committee the selection was made from Electro-Matic Visuals out of Michigan. He said the City recommends awarding the bid to Electro Matic for an amount roughly about $789,000.00. He said this would be paid for from the Lodgers's Tax Promotional Fund. Councilor Walterscheid asked if there is plenty of money in the Lodgers' Tax Fund. Mr. Lowe said yes there is plenty and said there is a promotional Lodgers' Tax Fund and a non-promotional Lodgers' Tax Fund. Councilor Walterscheid asked if all the funds in the Lodgers' Tax Fund is used every year. Mr. Lowe said yes, some of the funds can be carried over, although the City tries to use it all during the year. Councilor Anaya-Flores asked if the welcome signs currently out will be left at their locations. Mr. Lowe said yes. Councilor Hamel-Niemeier asked if the signs will have arrows pointing to different parts of town. She asked what will be advertised. Mr. Lowe said the Living Desert, the Caverns....., depending on what part of town you are in. She asked if the locations will be digital as well or mounted on the sign. He said the Planning and Zoning recommends approval of this request. Councilor Walterscheid asked Mr. Patterson how this was zoned C-2 Commercial District. Mr. Patterson said he speculates the previous zoning in the City, was mixed commercial and residential. He said this could have been mixed zoning and when the current zoning was applied this property was zoned C-2 Commercial and possibly a mistake. Councilor ? asked if there is a reason the owers are asking for R-2 Residential instead of R-1 Residential?
