He said there were two bids submitted with Constructor's Inc. being the low bidder.  He said the project is under budget.

 0:04:15	05:04:49 PM	Mayor Janway	Mayor Janway said the last few weeks and last months there have been numerous complaints about the Carlsbad Caverns National Park and things going on there.  Mayor Janway asked Councilor Carter to speak about item #4 Approval of Resolution 2021-33, a Resolution supporting changes to the Visitor Policy at the Carlsbad Caverns National Park.  Councilor Shirley explained due to COVID-19 the National Parks had to close and as things are re-opening, there were visitor restrictions.  He said some visitors would wait hours to get in, if they got in at all.  He said some visitors allocated that day to tour the Caverns and were upset when they didn't get in to tour.  He said there was a reservation system put into place, however it was hard to get the word out about needing resevations to get in.  He said he feels the Park Service did the best they could with what they had and the restrictions that were in place.  He said the request is to ask the Department of Interior for complete opening of the Caverns or at least a better system.  He said tourism is vital to the economy in Carlsbad.  Councilor Rodriguez added there are complaints from Foreign nationals who had accents other than American who were not aware of the reseveration system and travelled long distances to see the Caverns and not be allowed in.  Mayor Janway said he had heard the same complaints.  He said something needs to change.     Councilor Walterscheid asked if the Interior Department has said if this is a permanent resolution.  Mayor Janway answered the Interior Department is using a color code system and the restrictions Governor Lujan-Grisham is using.  Mayor Janway added because of the unique situation at the Caverns, the City is asking for it to be opened up, and hopes it will be open soon.
