He thanked the DOT for allowing the opportunity and both airlines for submiting professional bids and for meeting with the Airport Committee on several occassions. Mayor Janway also thanked the Committee for all of their time and research.|Ms. Whitlock explained the Essential Air Service Committee met twice with each service. She said each service presented a presentation to the Committee, followed by an extensive Q\26A. She said on February 15, 2019, the Committee met and reviewed the proposals and voted to recommend Boutique Air, option 1. Mr. George thanked his co-chair and the other members of the Committee for all of their time and interest.|Mr. Levi Stockton, President of Advanced Air, said Advanced Air was one of the two airlines to bid on Essential Air Service to Carlsbad. He said some of the feedback he received was concern regarding scheduled service. He said as a carrier Advanced Air has been doing scheduled service for several years with almost a perfect on time performance. He said Advanced Air has all the highest safety standards and operate a King Air 350 with upgraded avionics. He said Advanced Air always operates with two pilots and really want to focus on the Southwest. He said he and his team are present today for any questions or concerns and want to earn your business and your vote. Councilor Walterscheid asked Mr. Stockton how mechanical issues are addressed. Mr. Stockton said preventative maintenance is big and then having a plan in place. He said currently aircraft return to home base every three days for maintenance. He said if there are mechanical issues Advanced Airlines launches another airplane and the manager and mechanic stay to fix the airplane having mechanical issues. Councilor Chavez asked about customer service. Mr. Stockton said you can call the station and if there is no answer you can call the office and the phone will be answered. Councilor Walterscheid asked if Advanced Air has standards regarding the pilots. Mr. Stockton said Advanced Air always flies with two pilots, each pilot is required to have an ATP, and the safety standards are audited every 2 years. Mayor Janway asked if Advanced Air has any plans regarding car leasing. Mr. Stockton said if they are selected they will have a plan, whether Advanced Air will have cars themselves or bring in rental car company. Ms. Kimberly Ackman, Team Lead for Boutique Air, said Boutique Air is proud to have served the community for the last 4 years. She said Boutique Air is trying to see the community needs and respond to them. She said Boutique Air recently implemented the Boutique car and may purchase more cars in the future. She said Boutique Air anticipates to continue to grow along with the community and meet the needs as they are proposed. Councilor Walterscheid asked how Boutique Air is going to take care of their mechanical problems. Ms. Ackman said Boutique Air is discussing opening a mechanical base here in Carlsbad. She said Boutique Air strives to have on time performance but sometimes issues arise. Councilor Chavez asked if the pilatus pc-12 is a single engine. Ms. Ackman said yes they are single engine. Councilor Chavez asked how many of the PC-12's and King Airs would Boutique Air purchase, if they received the service. Ms. Ackman said being that they currently have the route they have been servicing the route with the pilatus pc-12 and in the fleet they currently have 25 and had 4 King Air's and just purchased 2 more and also acquired 2 piaggio aircrafts. She said at any given time there is only 1 in this area but there are more aircraft available at other bases.
