Development Update

Here is our updated larger scale residential development and commercial development report for Carlsbad, which was compiled by our Planning, Engineering and Regulation Department. The report shows continued growth in Carlsbad through the end of December 2020.

COMMERCIAL DEVELOPMENTS

Office and warehouse building: located at 2506 W. Church St. The owner is Dave Sepich. The contractor is Herb Pettus. This will be an office within a warehouse facility. Plans are under review. This project is in the early stages.

Domino’s Pizza Drive Thru: located at 3819 National Parks Highway. This facility will be located at the property in front of the Village at Carlsbad Apartments. This will be a smaller facility designed primarily for drive thru traffic. This project is in the initial planning stages.

O’Reilly’s Autoparts: located at 101 W. Pecan St. on the southwest corner of Pecan St. and National Parks Highway.. This project is in the early planning stages.

Ponderosa Subdivision: located at 3103 Boyd Dr. The owner is Constructors, Inc. Three large commercial parcels will be created along Boyd Dr. for development, as well as a 16 unit employee housing complex to the west of the commercial lots.

Calvani Carpets Building rehabilitation: located at 704 W. Pierce St. This project is the rehab of this building into a new veterinary clinic. The contractor is Trend Builders. Work is currently underway.

Trey Hughes Subdivision – Derrick Rd.: located east of 1200 Derrick Rd. The developer is Trey Hughes. The Planning and Zoning Commission approved the final plat at the August 3, 2020, meeting, which created 14 large industrial lots.

Riverside School Rehabilitation: located at 1712 Johnson St. Carlsbad Schools now plan to refurbish Riverside School to handle the overflow of students from Ocotillo School. The Schools have hired Mitchell & Cruse Architecture to handle the design of the refurbishment, which will include the building of a gym and an additional building that houses six new classrooms. The refurbishment also includes an overhaul of the grounds, installation of additional parking on the south side of the school building, a new student dropoff lane on the south side, elimination of the Johnson St. parking, and elimination of the bus lane.

Commercial shops: located at 2418 Legion St. on the NE corner of Legion St. and 8th St. The owner is Legion, LLC. (Riley Neatherlin). Plans for a two tenant commercial building have been submitted to the Building Department and are under review. The plan is to locate a day spa/wellness center in one side of the building and a laundromat in the other side. Shane Bostick with Hammers & Partners Architecture is the design professional.

Kingdom Hall of Jehovah’s Witness Church: located at 483 Happy Valley Rd. This project is a new church building. Building Plans have been approved and permits have been issued. The contractor is Lancon. The valuation is $800,000.00.

Carlston Ranch Master Planned Community: located south of Derrick Rd. on the east side of National Parks Hwy. The developer is proposing to locate a Business Park along Derrick Rd. and has requested a change in land use for two parcels constituting 21.50 acres. The developer is also proposing a 267 unit townhome development just south of Derrick Rd.

Lakeview Christian Home: located at 1905 W. Pierce St. This project is additional assisted living facilities to be named the Puckett Place Addition after Dr. Owen Puckett. National Construction, Inc. is the general contractor. The Demolition Permit and Building Permit have been issued. Project valuation is $3,879,388.00. This project is 20% complete.

Skyline Dr. Commercial Subdivision: located to the north of Skyline Dr. along W. Pierce St. The developers are Trey Hughes, Clay Wilson, and Scott Branson. Phase 1 of this project is to build 9 new commercial lots with entrance off of Skyline Dr. The developers have submitted plans for Phase 1.   Phase 2 of this development will be located to the north of the Skyline Dr. Commercial development, just further north along W. Pierce St. This property is approximately 96 acres in size, and the developers plan to build up to 40 single family residential lots as well as an additional 20 commercial lots to be placed along W. Pierce St.

 

XTO Regional Office:  located at 1704 Corrales Dr. The Planning and Building Depts. have received plans for this facility to locate office trailers on site. Phase 1 of this project will be to place the office trailers for XTO staff to temporarily inhabit. Phase 2 of this project will be the building of the regional office for XTO.

Waters Orthodontist office: located at 820 N. Canal St. The owner of the property is James and Kim Waters, Waters Construction is the contractor. This project is 55% complete. Valuation is $400,000.00.

La Cueva Retail Center: located at 1302 S. Canal St. This property is owned by Marvin Albright. Herb Pettus is the contractor. The plan is to install a mini-strip mall of commercial shops. Seven new commercial shops are being built, and permits have been issued. One out of the planned seven retail spaces is near completion. Valuation of the project is $850,000.00. This project is 85% complete.

Taco Bell: located at 701 S. Canal St. The existing structures on this property have been demolished to make way for a QSR (Quick Service Restaurant). The restaurant will be a Taco Bell/KFC. Gallardo Construction is the contractor for the project. This project stands at 40% complete.

Baymont Inn Hotel: located at the 3705 National Parks Hwy. This project and plans have been approved and permits issued. The owner is Prakash Patel. The contractor is Merlin Enterprises. Work is underway. This project will create approximately 60 units. This project is 40% complete. Valuation is $800,000.00.

CNB Bank South Branch: located at the corner of National Parks Hwy. and Hamilton St. This will be a 4,864 sq. ft. office with multiple drive thru windows. Permits have been issued. Greer Construction is the contractor. This project is 65% complete. Valuation is $2.8 million.

Best Western: Located at 2601 Patrick St. The owner is Bipin Bhakta. A to Z Construction is the contractor. This hotel will have 78 units. This project is 35% complete. Valuation is $1.75 million.

Brininstool Commercial development: located at the old Fiesta Drive In on San Jose Blvd., this development will be a commercial park for oil field related business. The owner/developer is Joe Brininstool. The development and buildings continue construction. There are five buildings built and six businesses located within this development.

OXY Project: located at 1608 Commerce Dr. This project is a 69,000 sq. ft. office building and a 100,000 sq. ft. fabrication/warehouse facility. The contractor is Mira Enterprises. The shell of the Office and Warehouse are complete. The valuation of this project is $3.2 million. The project is 45% complete.

Cascades Development: A mixed use residential/commercial development is being planed at the Cascades property. This development will house smaller scale commercial units with residential units built into the complex. Up to 300 residential units could be created.

 

 

 

RESIDENTIAL DEVELOPMENTS

Duplex Apartments: located at 107, 109, 111, and 113 Kircher St. The owner is Jayden Jenkins. The contractor is Trend Builders. There will be 8 residential units. Permits have been issued. Work is 50% complete.

Thurston C-Hill Development: located to the west of Brentwood Place and to the east of Miehls Dr., this new residential development will create 14 new single family residential lots for development. The owner and developer of the property is Ken Thurston. This development is in the early planning stages.

Boyd Dr. Apartments: located at 1901 Boyd Dr. across from Santa Caterina Cemetery. The owner of the property is Marvin Albright. Wilson & Company is the engineering firm for the project. This project is in the preliminary planning stages.

Oasis Subdivision Phases 1-3: located to the north of Farmview Subdivision Phases 1-4, and east of Martin Farms Subdivision. The developer is Ken Thurston.  Infrastructure and drainage dirt work is underway. This project will create 290 new single family residential lots when complete. Phase 1 of the project will be 135 new single family lots.

Martin Farms Unit 3: located to the east of Martin Farms Unit 2, east of Old Cavern Hwy. The preliminary plat has been has been approved by the Planning and Zoning Commission. This unit will create 51 single family residential lots. Work continues.

Hackberry View Estates Phase 2: located on W. Texas St., this development is an extension of Hackberry View Estates from 5 single family lots to 19 single family lots. The owner is JR Doporto. Mr. Doporto plans to install a City street and waterline to service the additional lots.

 

Peach Lane Development: located along Peach Lane east of N. Canal St., this property is owned by Trent and Casey Cornum. They plan to install 9 news single family lots on the north side of Peach Lane.

 

Fox Street Apartments: located at 1104-1108 W. Fox St. The contractor is Trend Builders. 16 Units are planned for this development, (four) four-plex buildings. The first three buildings are finaled and the Certificate of Occupancy has been issued. The fourth building is just at the foundation stage. Valuation is $300,000.00 per building. This project is 75% complete.

 

Arrowstone Apartments: located at the intersection of Hidalgo Rd. and Boyd Dr. Permits have been issued. This will create 132 new apartment units. The owner/contractor is Crestline Building Corporation. This project is 35% complete. Valuation is $13 million.

Carlsbad Apartments: located at 301 W. Chapman Rd. Permits have been issued. Gallardo Construction is the contractor. This will create 120 apartment units. This project is 45% complete. Valuation is $14 million.

Lea St. Apartments: located at 513 and 511 W. Lea St. 14 new apartment units will be built.  The contractor is True North Construction Services LLC. This project is 75% complete. Valuation is $1 million.

Village at Carlsbad Phase 2 Apartments: located at 3821 National Parks Hwy., this project will be Phase 2 of the Village at Carlsbad Apartments. The owner plans to install 96 units during this phase of the project.

White Oak Development – Apartment complex: located on Boyd Dr. north of Hidalgo Rd. This will be a 189 unit apartment complex. The project is in the early planning stages.

 

RECENTLY COMPLETED PROJECTS

Mainstay Suites: Located at 3621 San Jose Blvd. The owner is Stay Carlsbad, LLC. The contractor is First Choice Builders. Valuation is $5.2 million. The 80 room complex is open for business.

Dollar General: located at 2113 W. Lea St., just west of the main CID canal. The current property owner is Mr. W Fireworks Inc. The contractor is Cementek. This project is 100% complete and the Certificate of Occupancy has been issued.

Cielo Lindo development: located at the SW corner of W. Lea St. and Standpipe Rd., this development will create 152 new single family lots for residential use. The owners are Jack Volpato and Sherry Neatherlin. 52 new single family lots for sale and construction has begun on new homes.

 

 

Renovation of the Odd Fellows Building: This project located at 215 W. Mermod now houses the new space for Milton’s Brewing as well as a large community room on the second floor with planned roof top dinning in phase-2. Total cost of $850,000.00. Contractor Trend Builders. Phase 1 is 100% complete and Milton’s is open for business.

RR&D LLC Project: located at 2701 Boyd Dr. This will be a warehouse and office for RR&D Trucking. The contractor is Herb Pettus. This project is 100% complete. The valuation of the project is $397,500.00.

Fire Station 6: located at the Cavern City Airport. White Sands is the contractor. The cost is approximately $1.6 million. The project is 100% complete.

Black River Trucking: located at 711 Church St. These buildings will serve as the administrative offices for Black River Trucking as well as a medical office. This project is 100% complete. Valuation is $319,000.00. The contractor is Desert Moon Construction.

Jenkins RV Park: located at 121 Kircher St. This project is the installation of a full RV Park. The owners are Joe and Jayden Jenkins. The contractor is CMX Services. The park will contain 60 RV spaces. This project is 100% complete. Valuation is $484,000.00.

William McCauley Dentistry office: located at 612 N. Canyon St. This project is a 3,600 sq. ft. addition to the existing office. The contractor was Greer Construction. The building is complete and open for business. Valuation is $200,000.00.

T-Mobile Business: located at 1013 W. Pierce St. The contractor was LASCO Construction. Valuation of the project is $1,228,929.00. The project is complete and open for business.

Pecos Vista Apartments: located at 780 W. Cherry Ln. (north corner of W. Cherry Ln. and Callaway Dr.). This project created 204 units and 24 new buildings. Work is complete. Total costs: $12,000,000.00.

Home 2 Suites by Hilton: Located at 3500 National Park’s Hwy. This is a new Hotel with 99 rooms with an estimated cost of 2 million dollars. Green St. Construction is the contractor. Work continues on this project. This project is 100% complete.

Big O Tires: located at 4212 National Parks Hwy. The contractor is White Sands Construction. Permits have been issued and work continues. This project is 100% complete. Valuation is $1.2 million.

Hyatt House Hotels: Located at 4019 National Parks Hwy. Crestline Development is the developer/contractor. This hotel has 104 units. This project is 100% complete and the Certificate of Occupancy has been issued. Valuation is $15.5 million.

Wienerschnitzel: The location is 1013 W. Pierce St. next to the Verizon Wireless store. Contractor is LASCO Construction. This project is 100% complete and the restaurant is open for business. Valuation is $1.2 million.

JP Stone Community Bank: located at 502 N. Canal St. in the old Carl’s Jr. building. Danny Heflin Builders is the contractor. Work is complete and they are open for business. Valuation of project is a $500,000.00.

Sunwest Subdivision Unit 8: This development is owned by James Knott. It is located to the south of Hidalgo Rd. and west of Boyd Dr. This subdivision created 50 new single family housing lots for development.

Chevron offices: located at 5301 Lomas Dr. within the Carlsbad Airport Industrial Park is complete and open for business. This is a 27,480 sq. ft. facility. The contractor was Jaynes Corporation. Valuation is $3.1 million.

Cimmarex Energy Field Office: located on National Parks Hwy. near Derrick Rd., this development is the building of a field office for Cimmarex Energy within the Carlston Ranch Master Planned Community. The contractor was Iron Site Construction. Valuation of the project is $2.9 million. This project is 100% complete.

Hughes Subdivision – Riverside Dr.: located at the intersection of Riverside Dr. and Westridge Rd. Owned by Trey Hughes. 10 new single family residential lots were created. Homes are currently being built.

Carlsbad RV Park Expansion: located at 717 Hidalgo Rd. to the west of Happy’s restaurant, this project is a 57 space expansion of the existing Carlsbad RV Park. The contractor is York Brothers Excavation out of Bend, Oregon. Work is complete and they are open for business.

Martin Farms Subdivision Units 1&2: located along Old Cavern Hwy. south of Farris St. Owned by Gary and Steve Walterscheid. 141 new single family residential lots were created. Homes are currently being built.

Farmview Subdivision Phase 6: located south of Elgin Rd. and south of Farmview Subdivision Phases 1-4, along Thomason Rd. Owned by Ken Thurston. 114 new single family lots were created. Homes are currently being built.
