 Judi was born and raised in El Paso, Texas where she met and married Jim Waters in 1967.  The Waters have 2 grown sons, John and James. Judi has    been the Church Secretary/Office Manager of First United Methodist Church for 28 years.  Jim, an employee of DOE, worked in the Carlsbad Potash Industry for many years.

 In 1989, after yet another young life was lost at graduation time, Judi founded CLASS ACT of Carlsbad, where she continues to serve as Board President.  The totally community-funded event has been credited with saving countless young lives by offering a safe alternative to private partying on graduation night.  For her efforts in this cause, Judi was awarded the prestigious A.J. Crawford Humanitarian Award for excellence and compassion in community service.  Judi views Class Act as her greatest gift to her community.

  In 2002, Judi was appointed by Mayor Perkowski to serve out Dan Funchess's term on the City Council.  She then was elected to serve another four years.  In her 6 years on City Council, she served on many boards and committees: the Solid Waste Board, Lodger's Tax Board, Double Eagle Committee, Airport Committee, City Budget Committee, and the City Ordinance Committee.  Another area of her commitment included serving as President of the Carlsbad AWARE program in the early days of its inception.  She currently serves actively on the Carlsbad Chamber of Commerce Board, the Eddy County DWI Advisory Board, the Keep Carlsbad Beautiful Committee, the Carlsbad MainStreet Board, the Chamber of Commerce Governmental Affairs Committee and is a member of the Carlsbad Ambassadors.

 In 2003 she was honored as Citizen of the Year, selected by a community panel.  And, in May, 2009, received the Governor's Award for Outstanding New Mexico Women (one of 20 statewide) which was presented by the Governor in a special ceremony in Albuquerque.

 Judi enjoys the workings of city government and is dedicated to Carlsbad and its citizens.
